Per the Arizona Department of Revenue, a QFCO provides immediate basic needs to residents of Arizona who receive temporary assistance for needy families (TANF) benefits, are low-income residents of Arizona, or are individuals who have a chronic illness or physical disability, and provide immediate basic needs to at least 200 qualifying individuals in the foster care system. 

A QFCO must meet ALL of the following provisions:

•  Is exempt from federal income taxes under Section 501(c)(3)  or is a designated community action agency that receives community services block grant program monies pursuant  to 42 United States Code Section 9901.

•  Provide services that meet immediate basic needs.

•  Serves Arizona residents who receive temporary assistance for needy families (TANF) benefits, are low-income residents whose household income is less than 150% of the federal poverty level, or are chronically ill or physically disabled individuals.

•  Spends at least 50% of its budget on qualified services to qualified Arizona residents.

• Affirms that it will continue spending at least 50% of its budget on qualified services to qualified Arizona residents.

• Provides ongoing services to at least 200 qualified individuals in the foster care system.

• Spends at least 50% of its budget on ongoing services to qualified individuals in the foster care system.

Arizona Friends of Foster Children Foundation creates opportunities to build self-esteem and empower children and youth in foster care by funding services to enrich their life experiences and ensure their successful transition to adulthood.

Being removed from home is a traumatic experience that changes the trajectory of a young person’s life. Founded in 1984, Arizona Friends of Foster Children Foundation works to help children and youth in foster care enjoy typical childhood experiences (Childhood Activities), achieve self-sufficiency and tap into their potential (Keys to Success) and get to and stay in college (Post-Secondary Programs). Arizona Helping Hands Is Now The Foster Alliance

As the largest provider of essential needs for the foster community in Arizona, The Foster Alliance supplies brand-new beds, clothing, shoes, personal care items and more to foster children and the wonderful people who open their homes to them. 

Today, 35 Arizonans will receive a phone call asking to open their homes to children in need of safety, above all else. The Foster Alliance exists to make it easier for them to say “Yes.” Last year, we showed up more than 19,000 times when foster children needed things like beds, cribs, shoes, clothing, diapers, pull-ups and wipes. These gifts keep siblings together and allow families to pay the rent without thinking twice. With 12,000+ children in state and tribal foster care, there are 12,000 reasons to lend a hand.

The Center for the Rights of Abused Children helps abused children by providing legal advice and representation free of charge. Our pro bono Children’s Law Clinic is a lifeline for children as well as young adults who have aged out of foster care and face adulthood alone. We also offer customized trainings to foster parents, licensing workers, CASAs, GALs, lawyers and judges to help better understand the legal landscape and best practices surrounding foster care. Hope and a Future

Hope & A Future serves abused and neglected children in the Arizona foster care system by helping them reach their potential and achieve their dreams.

Founded in 2004, Hope & A Future is celebrating 20 years of supporting Arizona foster kids. We receive no government funding and fully operate through donations and the Foster Care tax credit. Sixty-seven percent of foster kids drop out of high school, and only 3 percent ever graduate from college. Your donation allows us to form relationship-based connections through our summer camps, life-skills training, mentoring, tutoring and educational scholarships. Through these programs, we improve foster kids’ long-term outcomes by offering them hope and a brighter future.

Mission: “Creating opportunities for and with people.” Our foster care program includes licensing safe homes for children needing placement in a developmental home, community foster care or a therapeutic home.

The most nurturing place for children in foster care is in a family setting. Our main goal at RISE is to find loving and stable homes for children in foster care while their biological families work to create a secure home environment. Foster children need structure, stability and love during this difficult time. At RISE, we train, license and provide ongoing support to foster and adoptive families. Our family support specialists (or licensing workers) visit you in your home monthly to help guide you, and we offer 24/7 emergency support through our on-call services.

Voices for CASA Children

Voices for CASA Children brings a voice to Arizona’s children by promoting and supporting volunteer advocacy for youth who have experienced abuse and neglect and are living in foster care.

VOICES is committed not only to children, but also to the CASA volunteers advocating for them. To improve a child’s well-being and outcomes, Court Appointed Special Advocates (CASA volunteers) are appointed by the judge to get to know the child, assess and monitor their needs and make recommendations in the child’s best interest. With your help, VOICES seeks to ensure each CASA is equipped with the information, support and resources needed to continually strengthen their advocacy. Our programs include ongoing education classes for CASA volunteers, child enrichment activities, CASA volunteer recruitment and retention and other resources.
